Since there aren't any day care centers maybe she could babysit. She could also take care of kids from the time school lets out until their parents come home by picking them up from school and taking them to her home. She can walk over and get them putting her 2 year old in a stroller. She needs to check on what it would take to be licensed for day care in her State and/or city.
If she has to pay somebody for a work at home scheme for either information or supplies it is a scam. Also if it sounds like it pays a lot of money, takes no skill --how likely is that?
I know a lot of people who work from home but its using a skill they already have--they are tech people doing customer service; or they are working for a company doing software & they go into the office 2x a week and work at home the rest of the time. But these are skilled and experienced in their field.
I do know people who had stores and closed the store and sold that stuff online. This involves using your own money. If its not a field she knows something about --don't do it.
Is there anywhere she can go to get some training? Some of the adult schools have day time classes with childcare available.
You have to start with her skills & abilities, and what her community or the internet could use. For instance, if she can sew and she is in a community where almost nobody else can--she could make or alter wedding dresses at home. If she knows how to do web design she could do that.

My sis is an real estate agent and has worked for some companies.So if there is any way u cud pass on the sites ur friends are working with maybe she cud try those. I am sure she is willing for any training that is possible. The town she is in is a slow town. Not many morthers want to leave the kids with anyone.This is the main reason y there is no daycare center there.

The friends I meant do tech customer support for people installing routers. Its not a website. They work for a company, and they go into San Jose California twice a week. They already worked for the company for years and just converted to partly working at home.
Its not a skill you can just pick up with a few classes.

When you say that the town where she lives is a slow town, do you mean that there's almost no work available for women with small kids at home?

It seems to me that some people act as real estate agents part-time. Would that be possible for her? Are there real estate agents there now? Could she become local rep of an agency in a nearby town/city?

Perhaps if some of the local Moms knew that daycare has become available, they might be interested to see what opportunities might be available for them to work. Especially since many work situations currently available are just part-time.

Part of the game with regard to regulations to which one need comform usually relate to taking on more than a certain number of kids, e.g. half a dozen. Looking after 7 kids - regs. apply but if only 5 kids - exempt. One would need to ascertain what the rules are ... and operate in compliance.

Or ... what about job sharing? Two Moms take on one (likely full-time) situation, each working a couple/three days per week, and trade babysitting. That would mean that there would be nil or minimal outlay for babysitting, which might make a situation viable where it wouldn't be if a working Mom had to pay for daycare.

I hope that she can find a satisfactory resolution to her dilemma.

Nope western Pa Luann, there isnt the slighest chance of changing the place she is in.
She is looking into getting some edu. from her near by town community college. and then maybe start with something
