window treatment with street lamp outside

My bedroom is on the second floor of a NYC apartment building, right on the streetcorner. The room has one window on each wall near the corner: one looks out on a street lamp and the other on a traffic light. I am looking for a window treatment that will (a) block the light pretty well (though perfect blackout is not required), and (b) allow me to open the windows for ventilation at the top (in the case of one window) or at the bottom (in the case of the other) without sacrificing the entire ability to control light. Right now I have shutters, which block the light when closed, but also the air; when open for air they let in all the light as well. I'm thinking about top-down bottom-up pleated or cellular shades, and wonder if they would do the trick. Thanks in advance for any advice or suggestions.
