how do I get rid of 'paint boogers'?

...aka those drips I missed while quickly swatching eighteen gazillion colors in my MBR?

I think I'm finally ready to pick a color (RL Deep Cream, at 125% -- complex tan-toned ivory during the day, very light beige at night), but I need to de-booger the wall first. Bought one of those soft sanding pads at Walmart, kind of a sponge with sandpaper around it, and it does no good at all. I'm guessing I need a hard sanding pad or a putty knife -- and I'm worried that the latter will take me all the way down to drywall if I accidentally scrape too hard.
