Downspout/gutter drainage

We just had new gutters and downspouts put on our renovated house. Our neighbor is complaining that they will flood her basement. I think she's off her rocker, but wanted to get a sense from any experts or knowledgable folks.

We have about a 6 foot strip of earth/soil/ground from teh downspouts to the property line. Then there's a ~2' retaining wall, and then she has about 5' to the wall of her house (hers is lower than ours). A couple of downspouts drain onto the dirt area on our property and as far as I can tell the water soaks in pretty quickly (no heavy rains yet). (There are several other downspouts/gutters on the house as well). I'd say that these downspouts cover maybe 400 sq. ft. of roof, with the rest going out other spouts.

Is this enough soil to absorb water in reasonable rainstorms? (This is DC, so we get a fair amount of modest rain and occasional thunderstorms that drop a lot quickly).
