Installing Ceramic tile over self-stick Vinyl?

Hello,

Can somebody give me some advice on this? The house dates from 1972, and the original flooring was probably asbestos tile. That has all been removed, but the black "cutback" is still there, under the self-sticks (I put the self sticks down myself, about 10 years ago). I want to redo the area with ceramic / porcelain tile, and don't want to chance scraping the cutback off. The floor is over a concrete slab, and the vinyl tiles are tight, no problems, but they are slick, and I would need to roughen them up for the thin-set to stick to. How should I do that? Is there a tool I can rent or something? Is that the best way to go, or should I remove the tiles and deal with the cutback?
