Damp insulation and drywall on exterior walls

Was adding a six panel bifold closet door to a bedroom in a house we recently bought. I was in process of cutting drywall on an exterior wall so I could frame in a side for the new closet door. Upon pulling out a 2x4's width of drywall I noticed the gypsum was moist/damp feeling and the blown cellulose insulation was a solid block and felt moist as well. Cellulose would still crumble upon touching, but definitely had moisture in it.

Question: What should I do? Rip out all of the exerior wall drywall and cellulose and then use R13 fiberglass (2x4 walls) and then a plastic moisture barrier then new drywall? Relatively easy to do, but time consuming. Or just finish what I was doing and let it ride? I live in Ohio.

Suggestions? Anyone been down this road before?
