HELOCs and Appraisals

I just refinanced my home in September. I had a full appraisal on the house and it was appraised in the mid $700's. I need to renovate the master bath and replace the roof so I was looking at a HELOC. I went directly to a bank and submitted an application. They had an appraiser out who walked in the house and left after 5 minutes. The appraisal came back at low $600's. This locked me out of a HELOC as I have a mortgage for a little over $500. Are they any HELOC sources that have more realistic appraisals? Why are the home equity loans more conservative on appraisals? The house across the street, which is equivalent to my home except they have less land and no pool sold for $740 a year ago and property values have increased. I disputed the appraisal with the bank and they declined to review it. Any advice on where to turn for a HELOC? Are some lenders more realistic to deal with versus others, for example local banks and credit unions?
