Wallpaper removal damage Help!

Wallpaper removal (not by me!) has caused a lot of damage to the drywall. The contractor put some joint compound or skim coat over the damaged areas and has sanded. But it is still not very level and there are a lot of ruffled areas on the paper too. I've been reading about Gardz and Shieldz. Is it too late to use Gardz? Recommendations please.... we'll be rewallpapering and I'm also wondering if I need to get in there and sand more to make the wall perfectly smooth. Would I do this before or after Gardz?
