hiring an architect for a small project--how does it work?

I'm trying to investigate whether it's possible to turn the dumbwaiter shaft in my apartment into a place to put the new breaker box.

The dumbwaiter hasn't been operational for years; my biggest concern is whether it's required to be fireproof, etc., and whether cutting a hole in it would be unsafe or violate a building code. And if those are true, whether there's a way to mitigate the risk.

I tried to call the Dept. of Bldgs, and the answer I got from them is, "You need to hire an architect or an engineer." Because those would would be able to find all the codes, etc.

(I'm thinking, an inspector can't say, 'here's the relevant code'?)

So, that means $$ before I even get info about whether it's possible.

How would this work? How much would it cost to get started?

Do I just call up an architect and say, "how much would you charge me to tell me if it's even possible?"
