I have never seen it nor think of a reason why the outside fan should run. I wouldn't say it's impossible,but it would take some doing just to have the outside fan run without the compressor running as well, except while unit is in defrost mode. Defrost should only activate when t-stat is set to run compressor in heat mode. It sounds like improperly wired. This is off subject but you need to confirm that air handler doesn't create any pressure differential in living area. Neg pressure will pull gases from fireplace which is dangerous. Postive will force conditioned air up the fireplace flue resulting in wasted energy.

My friend took the test, which, btw, was about 1 1/2 hrs. long! When she finished, they walked us over to a an office they had set up nearby and proceeded to tell her all kinds of s--- regarding what the test showed about her and how, if she joined this group, she would find happiness, etc... Their pitch went on forever and they wouldn't give up. They went as far as grabbing her arm when she tried to leave. I was getting scared because they were so aggressive. They were Scientologists. When they saw they couldn't recruit her, they gave her one of Hubbards books and then pestered her at home for wks.! My friend was, and still is a Christian, so you can imagine how well this all went over. They never told her they were Scientologists until they had us in that room. Things might be different now but they sure went about recruiting in a frightening way. No, thanks. Weird...

Garth: If your range now allows the convection fan to run only when the burner is lit, the guy who installed the fix did it backwards (wrong relay contacts)!!! The fix after the recall allows the convection fan to run only when no gas is flowing in either the oven or broiler burners. This prevents the fan from blowing any unignited gas away from the surface igniter element and collecting in other parts of the oven, making for a potential explosion hazard. The fix consists of an added relay whose contacts are in series with the convection fan on/off switch. Its coil is connected in parallel with the oven 'on' indicator light. Light on (gas on) => Convection fan off. The fix was never necessary if the user followed the directions in the manual to never turn the fan on when using the broiler or when the oven was preheating. It just forces that functionality at the expense of not ever letting the fan run while the oven burner is lit, even after preheating.
