Price of Property

The builder with whom I have negotiated a home price has sent me the Agreement to Purchase to sign. The price on the first page of the document is the original retail listed price before negotiation ($463,800), which is approximately $19,000 higher than the agreed upon sale price. In the "Other Conditions of Sale" on the second page, typed in is "Sale to be recorded at retail price of $463,800, a discount to purchaser will show on the closing statement ($445,000).

This seems unusual to me as a way to handle the price and potentially confusing. Has anyone seen this type of thing before. It looks like the builder wants to see the retail price in the real estate transfer documentation so the value doesn not appear diminished. I sure would like some opinions on how this pricing is being disclosed in the Agreement to Purchase.
