advice? worried about grandson

my grandson is now 18, we have always been very close.. and I admit, and so does he, I have spoiled and given in to him..most of his life.. here is the situation: when he was only 17 he decided he wanted to enlist in the Navy.. I was not consulted..I am NOT the parent.. his mom, and dad.

(devorced) had to give concent.. Now fast forward to present, Mom has left the picture,she left both her teenage kids with step dad..both kids are a mess. The boy in question was to graduate this month, will not be graduating with his class, but can catch up in night school. and taking some classes on line.. I have been pushing him and taking him to night school, he has lost his driving privilages, due to the fact he has fallen behind with his school.. If he can get his lessons finished , he can go into the navy as scheduled the end of July. Now, he confides in me he is not sure if the Navy is what he wants... I believe he is scared..he realizes he has been spoiled and has become lazy.. A part of me wants to get him out of this obligation... part of me thinks this is just what he needs.. Advice ?
