Do ball valves leak or suck air?

I have a ball valve on the suction line of my skimmer. When I turn off the suction from the skimmer, I get air into the pump basket (alot of air with big bubbles coming out the returns). Even if I just turn the skimmer suction down a bit, I get air in the pump basket. Obviously, turning the skimmer suction down is causing air to be sucked in from somewhere, but where? I've checked all connections and no obvious leaks. It only happens when I turn the handle on the ball valve. Could the ball valve be leaking somehow? I was wondering if the handle on the ball valve could somehow be allowing air to be sucked in. Would replacing the ball valve with something else help in this situation? I like to turn the skimmer suction down so that my main drain has more suction for the in-floor cleaner.
