Here's some info for the seller:

"If you are selling an item with a fixed price, you can choose the Best Offer option when you list your item for sale on eBay.

With Best Offer, buyers can send you offers for your item. You can accept or reject an offer, or make a counteroffer. Each Best Offer is good for up to 48 hours. A Best Offer is binding, just like any other bid, and if you accept an offer you and the buyer are required to complete the transaction.

There is no charge to use Best Offer.

To add Best Offer to your listing:
1. When listing your item, go to the Choose how you'd like to sell your item section and click the Fixed Price tab.
2. Select the check box to Allow buyers to send you their Best Offers for your consideration.
3. If you want to respond automatically to offers, enter the price limits and select the appropriate boxes.
4. Complete your listing.

Note: Best Offer isn't available for every category, and sellers have to meet certain requirements to use Best Offer. Find out more."

So basically, you and your buyer have 48 hours to complete the transaction. After that, the offer is no longer valid for the buyer. You may want to email and remind the buyer of this eBay rule.

The buyer has zero feedback, so he probably doesn't have a clue. But then, I have 700 feedback, and I didn't have a clue either. LOL

The 48 hours refers to how long the offer stands. In other words after 48 hour the offer made expires if the seller doesn't accept it. It has nothing to do with how long the buyer has to pay if it is accepted.

Your listing may have immediate payment required in the TOS but if it doesn't then the buyer could take as long a a week to pay. Even the "immediate payment required" has been challenged in the past in favor of the buyer.

The buyer has four days from the time he is notified he won to pay before you can file a dispute for non payment. Once filed the buyer is given 4 more days to pay. So the buyer has 8 days total with a dispute.

Just because you can file after 4 days doesn't mean you should. It will only lead to negative feedback against you as a seller.

The buyer is not sitting at his computer waiting for 48 hours for a seller to respond. He may have left for the weekend, be on a business trip or not seen he has won yet.

Most seller wait 7 days before worrying about it.

Wanted to clarify that the "immediate payment required" only applies to Buy It Now. it's purpose is for items that may be in high demand. It insures that the item remains on the market until the item is actually paid for.

It's a widget that only works with BIN. Putting the words in your TOS terms of sale are meaningless.

The buyer might also live in one of the storm-struck areas. It's possible Internet access is sketchy (just trying to think of possible 'why's'!).

Just wanted to add a comment. I've purchased with Best Offers before and sometimes when the seller accepts, nothing happens except that the item moves into my purchased list. I don't receive an automated Email from eBay or anything. The first time it happened, I had no idea that my offer had been accepted until the seller Emailed me. Now, I know to check my purchased list, but it's frustrating for the buyer that eBay doesn't automatically tell you that you've won one of these best offer scenarios...a little glitch in their system.

I've been notified that my offer was accepted--or not accepted. Could the email be landing in your spam folder?
