Crumbly plaster around umbrella sleeve - ugh!

We got plastered on Wednesday - yea! But I think three of our umbrella sleeves have what appears to be rough, crumbly plaster around them. We had eight put in - five of them turned out fine, but three of them have this dark, crumbly-looking, rough ring around them. I had watched the plasterers work, and I remember that they had done these three sleeves last, and that they used leftover plaster mud to fill in around the sleeves ( the gunite guys put the sleeves in a bit too high). Our PB tried using sandpaper to sand down the rings, which made them smoother, but they still look darker and crumbly. In fact, when he sanded one of them, a chunk of the plaster came off! Any ideas on how to fix this problem? They look so horrible - every time I brush them, I can't help but cringe. Here are a few pictures of one of the messed up sleeves.
