Noble Tile Designer Series Plaster / City of Houston Code

My husband and I are remodeling the pool at our new house that was built in 1967. At the suggestion of our PB, we are going to use Noble Tile's Designer Series pool plaster in Mediterranean (a very dark blue). The main reason for this choice is that PebbleTec and WetEdge felt too rough and the PebbleSheen or Hydrazzo was about 3x more expensive than the Noble Tile Designer Series. It is my understanding that Noble Tile's Designer Series uses some color from Sunstone but it is their own version. Anyway, I think it looks nice and won't be too rough on my babies' feet. I have searched the entire forum and haven't seen anybody speak of this plaster- has anybody used it, heard of it, or know anything about it (good or bad)?

ALSO - My father showed me online that the City of Houston forbids colored plaster... can anybody help me on this? We are planning on pulling permits and I don't want this to be an issue. PB (based out of Spring) hasn't heard of this. Any help would be appreciated.
