Refinishing my deck... what screws should I use?

I'm in the process of refinishing my cedar deck (20 x 40). I built it 15 years ago and it was in need of some tender loving care. Many of the screws were above the surface, so I first tried to screw them down. 3 out of 5 snapped off. I then tried to back them off first and then scew them down.... still snapped many of them.

I've decided to just remove all the screws, sand it down, put in new screws and stain it.

My delima is what kind of screws to use. I used the normal copper colored screws before and have proven that they don't hold up to this NW weather. I'm torn between some type of coated screw (Phillips 2 make one that is guaranteed for life not to rust) or go with stainless screws.

What would you all suggest?

I used 3" before...... seems like overkill..... comments about using 2 1/2" screws?
