Humming pipes

Something very strange is happening when I flush a toilet in my garage apartment. There is a loud vibrating (humming noise) from the pipes when the toilet fills. This has never happened before. Any ideas what could be causing it?

A few notes that may or may not help diagnose this... We are on city water and the line feeds from a pipe that crosses the driveway from our main house. The toilet is used infrequently. The hot water heater in the apartment is turned off. The pipes do not hum when the shower or sink are used nor do they hum if I flush the toilet again soon after the first time. The toilet is on its own septic (cesspool!) system.
