Hot water at faucet

Hello all. Ok, I have a strange problem that I cannot make sense of.

Firstly, I have a one story home that had the hot water heater re located up into the attic long ago (in case it matters)

When ever I turn on the hot water at any faucet in the house, it takes up to 30 seconds to get hot water. Ok, that I think is probably normal. BUT, once I have hot water coming out of the faucet, and I turn off the faucet, in a matter of around 10 seconds, if I turn on the facuet again for hot water, it is already coming out cold and I have to wait another up to 30 seconds.

How is this possible? How could hot water in the line leading become cold in a matter of seconds. I live in hot Florida.

It makes no sense to me. please help with any advice.
