My pool keeps losing water, and I can't seem to find where. It's not at the pump. How can I find the leak?

Usually the first thing to ask is how much are you losing? Is there any air in the returns? In the pump?

I would think that you could strip, or somehow grind off the very topmost layer of concrete and then re-do the process over again. I would actually start with the manufacturer of the "new" system that your flooring guy didn't do correctly, and get them to consult with you and him on the solution. They should know better than anyone how their product works and how to handle fixing problems. They should also be "stand-up" people because their product performance is at stake here, and word of mouth is very important for them. Once you have their consultation and a "fix" and a cost for it, then make sure that your subcontracting floor guy performs or gets an insurance claim for the cost to re-do. I would NOT lay tile on a concrete floor that is peeling, nor wood.

I do leak detection on swimming pools. Just because the water doesn't go down to the light doesn't mean the leak isn't in the light. There is a conduit, usually brass, that comes out of the back of the light. If this conduit has a joint in it before it turns up into a junction box it could be leaking there. This is what I normally tell people before I come out to dive on their pools. Do a bucket test: Set a bucket, preferably a transparent one, and set it on a step and weight it down. fill it with water to where the water line is the same on the inside and outside of the bucket. Let the equipment run it's normal cycle for 24 hours. Check the difference in water levels between the bucket and pool. Fill it to where it is equal again. Turn the pump off for 24 hours (don't do this if there is a possible freeze). Check the level again. This will help tell you if the water is leaking from plumbing or structure. Many times I have seen pool owners convinced that they know where the pool is leaking but we find out it is something totally different. Good luck.

As a pool service technician I can not tell you how many times I encounter leaking pool pumps and pumps that have bearings that are rusted and screaming away. If you do not maintain your pump it is going to fail. Leaks cause the bearings to corrode and then the bearings start to make noise, and heat, and your pump will eventually fail. More than a good idea - servicing your pump is a safety concern. Take a look at this pump that actually caught fire from the friction. I'm not a pool guy but a friend of my digs them and I was with him one day when he was explaining to a homeowner the difference when it comes to Gunite pool finishes, so I'm sure some pool experts will provide more info. They usually use 3 products Diamond Brite, Pebble Tec or Plaster which is cement with an exposed aggregate being marble. The exposed finish aggregate of Diamond Brite is quartz which is more durable and it will last longer. Pebble tec uses river rock as finished aggregate and probably considered to be the most durable finish out there, the only difference is, it has a rougher surface in comparison to Diamond Brite or plaster, they have a much smoother finish. It all comes down to the money you want to spend, but before you do anything, the most important thing is to make sure the entire pool surface is cleaned, fixed and prepped before they apply any finish and make sure you get a decent warranty with it. Use a 5 gallon plastic bucket to find out if you have a leak. Fill the bucket 3/4+ with water and set it on the top step. Mark the inside water level of the bucket, then mark the outside water level of the pool on the bucket. Check the difference in 24 hours. This is how much your pool leaks per day. 1/4" per day is considered normal in the industry.
The easiest way to actual locate the leak is to turn off the equipment and let the pool leak down until it stops. If it stops at the bottom of the tile then check the tile and grout looking closely inside the skimmer and skimmer throat. If the water stops at the light then look closely around the light niche and/or conduit coming into the light niche. Same for the return lines.
Once you isolate the level, it's a little easier to handle. With this info it's a little easier to call a pro for repair and get action too.
