Green Winter Water

I'm in the midst of my first winter with an inground shotcrete pool. The pump still runs on low speed a few hours of the day, but otherwise here in NC it hasn't "closed". The water temp is currently 45, but has dropped to the high 30's for long stretches.

It is my understanding that, at these low temps, algae cannot grow. Its also my understanding that at these temps the salt cell on my SWCG isn't going to produce much chlorine, either, though if nothing is growing - it could be said that its not really needed.

The reason I'm posting this, though, is the water has gradually turned green and somewhat cloudy. At first I wrote this off to the extremely cold water temps, but now I'm not so sure. I have added two bags of salt to the pool a few weeks ago, but the "Cell" light on my Pentair SWCG has not been on during this period, either. The other lights are lit, but the "Cell" is just blank. Could this be a problem, or just an indication that it won't produce anything at these temps?

Is greenish water something normal for mid-winter?
