Leaking outside Hose Bib

Ok, I'm frustrated by this one. I have a hose bib that I thought was leaking from the shafts first "packing nut". I removed the nut, replaced the nylon/graphite insert with a teflon packing material. Of course this didn't work, or I wouldn't be posting here, but where it appears to be leaking now is just in back of the handle in the shaft is a small hole that appears to the culprit. I really don't know how to explain it, but it appears this is where the water is coming from and not the nut. Is this just the case of a bad frost free valve, or am I missing something here. I can include some photos if need be to better explain it.
