Leaking Outdoor Hose Bib

The situation:

My outdoor spigot leaks from inside the wall like the dickens when:

a. I turn in on with the hose connected and.

b. something closed is connected on the end of the hose, ie a sprinker or a sprayer.

The water seems to flow out of the wall in both directions, to the exterior and into the crawlspace, all at once.

When there is nothing connected to the spigot or hose end, and it is running freely, I gots no leak. The unit does not seem to be a frost free sillcock, as there is no depth of the unit to speak of.

From these pictures, you can see installing a frost free sillcock will be a pain because of the T joint that is too close. Plus you can see there is a bend in the pipe that is complicating issues.

Any ideas on what I am looking at here? If it were a standard frost free sillcock, the replacement would be somewhat simple, as they are threaded and wouldnt be too much of a bother. Also, what the heck is that wire coming in from the side? Is that some kind of heater or something?
