Water heater flue warm to touch, without burners on.

The flue pipe on my waterheater stays warm to the touch even when the burners have not been running for over 24 hours. I only really notice it now, and not in winter.

The flue for furnace and water heater are connected in usual fashion. The larger vent for the furnace is not warm to the touch. Just the water heater portion. Adjacent to flue of water heater is the warm water pipes and if you put your fingers under draft hood you would feel the warmth of the inner core of the water heater.

Could the pilot alone make the flue warm to the touch?
