Noisy anti-siphon device on hose bib

Okay, I have a problem (again). I have a hose bib that has an anti-siphon device retrofitted to it. Every time I turn the nozzle attached to the hose on and off it makes noise. This seems broken to me, our other identical devices don't doe this, so I want to replace it.


The reason that I ask instead of just replacing it is because when it was put on via a couple of set screws, the set screws were then broken off so that it could not be easily removed (building codes, I guess).

Any advice in how to get it off? It cannot be unscrewed because of the broken off set screws, and the set screws won't be easy to remove because they're broken off...

Would drilling out the set screws work? Or are they made from metal that's too hard to do that with? Other people must have had to do this, so I'm curious what the best/easiest way to remove it would be.
