Sorry to say "We are broke" and "Homeowner" are not a good combination. When you are a home owner, you always need a rainy day fund set aside for just such times. That said, If you look at the burner while the water heater is operating, notice the color of the flame and watch it for a couple of minutes. If the color flashes yellow or orange once in a while, there could be a a leak in the tank which is dripping on the burner. Take another look after the flame shuts off and see if there is a drip. If so you will have to replace it ASAP otherwise the hole may open and flood the basement. You said it is OLD, How old? Is there a manufacturers date on the heater? What is the brand? You can rent a blower fan, or you can even call one of the remediation/clean up companies and ask them to put a dehumidifier in the house for a few days. Of course, the co. is going to try to sell you on a full clean up, so you'll have to stand firm on just having them dry up.

So, let's be clear: If it wasn't leaking out of the PRV and running out of the electrical area, then the tank, or the elements where they go into the tank, has a hole in it. It's possible that heat or corrosion could make that intermediate - but there is a hole. Something that you want to pay attention to is that you need an expansion tank if you have a pressure reducing valve or a check valve on your water supply. Without an expansion tank, the pressure in the water heater can exceed the working pressure. Consider a hybrid water heater that will cost much less to operate.
