Toilet Doesnt Create Enough Flow To Flush w/5gal tnk

Trying three times to make this short. I've got problem with toilet not flushing solids at all. Water flows faster no problems. Solids just clog. I drilled floor collar into concrete and then tiled around the collar. It's diameter was 2.5. The hole in floor to sewer is 3.0. The toilet has 2.2 dia. So I knew the solids would go down the drain and used special wax ring with plastic collar to make sure the connection was tight from toilet to the collar tube or at least sealed around the hole.

Problem we hear the water going down much more now and won't flush solids. What do I need to fix? I've tried pouring down 3.5 gallons fast using bucket it almost worked. Do I need to RE PLUMB or replace low flow devices inside tank. Also when flushed the bowel gets next to zip water to clean it out from under lid area.
