How to file a complaint and with whom???

My car is a 2007 with an extended warranty. It has been in the shop 6 times in the last month. The dealership can't figure out what is wrong with it. It seems to be electrical issues that cause it not to start.
Once they have returned it to me saying they don't know what is wrong and to call them when I break down again. I broke down 4 times that day. The car has been in the shop for over a week now. They have no updates for me.
Dodge themselves are also involved with this trying to work with the dealership to figure out what is wrong.
My question to you is what do I do if they return it again unfixed?
This is my fear right now. I am afraid I will be stuck with a car that doesn't work.
I have written letters to the dealership owner already so they know what is going on too.
Has anyone had this happen to them? Where the dealership can't fix the car?
By the way, I need to mention that I must take my car to them or their sister store because that's who I bought the extended warranty from. I say must because if I take it somewhere else, I have to pay up front and try to collect the money back from the extended warranty company.
