frozen pipe to backflow preventer, again!

For the third year in a row I've noticed the supply pipe going into my outside backflow preventer has frozen and split. This year I thought I had figured it out. Inside my basement, there is a pipe for the sprinkler that comes off the main water. It has a ball valve, several inches of pipe, then a spigot, several feet of pipe, then it goes thru the foundation outside.

Like every year, last fall the sprinkler was blown out and the ball valve inside closed to prevent water from going outside. Over the winter I left the spigot open and sure enough, a small amount of water seemed to be making it's way past the valve. (I just let it drain into a bucket). Somehow the pipe outside still froze and split, I'm not sure why.

I want to replace the ball valve but is there a better valve to use to prevent this from happening?

Any advice would be appreciated.
