New water heater causing problems

We completely remodeled a condo to sell about a year ago.......all new everything. Unfortunately, with the housing market, we just got our first offer this week.

We live fairly far from this condo and so I would go over every 4-6 weeks and run the water, check the heat, etc.

But from the start, whenever I would run the hot water, it would put out black, horrible smelling stuff. I thought it was just because it sat idle so much. Eventually, I turned off the breaker and drained it for the winter.

Now that I'm preparing for the inspector, I'm realizing that its still initially putting out black gunk, and continues to smell horrible (sulfur, I guess).

Is there anything I can do about this? The new owner is not going to be happy, and she shouldn't be. This was a brand new heater.

Any ideas?
