Blind outside mount question

I've never done an outside mount on a bind, only inside the window. I think I am going to order this blind from JC Penney (see link below); I have a 30% off coupon, so that makes it a deal! Since it is not custom, it won't fit inside my window, and I will have to do an outside mount. I have a quesiton about the following instruction:

"For outside mount installation, headrail must overlap window opening at least 1½" on each side."

This is probably dumb, but I want to make sure I order the right size. When it says window opening, does that include the window casing or does it just mean the actual hole for the window? I wanted to mount the blind right outside the casing, which is 2 inches wide, so it would line up with the window sill width, so I would go with the 35 inch wide blind. But if the instructions include the casing, then I would have to go with the 39 inch blind and it might look stupid.
