It's probably not real bamboo at all but Lucky Bamboo which is a Draeceana. The folks at the Lucky Bamboo forum might be able to answer your question: http://forums.gardenweb.com/forums/luckybamboo/

Oil pit traps are a great remedy for earwigs. Combine equal parts soy sauce and olive or vegetable oil, put it in a small plastic container, and secure the lid. Punch holes in the top of the container, near the lid. Make the holes large enough for the earwigs to get in. Bury the container in the soil just up to the holes. The soy sauce will attract the earwigs, and the oil will prevent them from escaping. Change the mixture as needed.

Only one species described for the whole Tribe! Must be an oddity. I had considered the leaf-footed bugs, but did not have time recently to wade through all 294 webpages of those at bugguide. (not all leaf-footed bugs have the flatted, expanded forelegs)

It's an aphid. Just plain old washing off with water will do the trick.

Kt - again I'm impressed at your skill at finding ID's!
I went to bugguide.net to search, but after page 60, I gave up. I should have started at butterflies/moths in the first place! So it's a moth, and a very colorful one, at that!
Here's a photo from that site:

I wish I could see it with unfolded wings.
