Wallpaper removal

So, we just bought our first house, and we have one room with a border border and two rooms with wallpaper that need to go! One looks simple- the paper is peeling off, and I've read that if you can peel it by hand, that's the best.

The kitchen paper looks strongly mounted, though. And there is wood wainscotting (painted white) below it to the chair rail. How do I get this paper off without damaging the painted wainscotting? I would assume the glue solvents would damage paint, as well.

Ideas? Tips to share?
