Is it ever OK to paint over wallpaper?

Hi all,

I have an old house with plaster walls. In one bedroom, there is an ugly old wallpaper pattern which is stuck tightly to the walls.

In other rooms, I've removed the wallpaper before painting. However, in every case, it's done damage to the walls, usually pulling off some of the smooth topcoat on the plaster, or revealing cracks in the wall. It's a huge nightmare to try and repair the walls and smooth them out enough for painting after.

So, in this room, the paper in on tightly, and it's nice and smooth, and I'm sitting here wondering if I could just paint it over with kilz and then a coat of regular paint? It would save a lot of aggravation, but would it cause problems and aggravation for me later?
