Window covering confusion

Help! I am decorating-challenged at the best of times, and my living room windows have gotten the best of me. Although this is a new house and we have double paned windows, we still feel significant heat loss, so would like to be able to cover the windows at times. However, these windows extend up the the ceiling moulding, and have transoms, which makes this project quite challenging. I have considered roman shades that are hung under the transom, curtains that are hung on a rod that is attached the the bottom part of the moulding on either side of the window, and cellular shades that hopefully disapper when open. But I am not sure which way to go. Any thoughts at all would be GREATLY appreciated!

PS The chairs were arranged by my daughter for a tea party - they are usually not set up in this way. Also, the wire hanging out of the wall is a speaker wire - another project I need to get to...
