Problem with C2 LOVO Paints

My painter painted the dining room with two coasts of C2 LOVO paint in Garnet eggshell finish. We let the product dry approx. 15 hours between coats. We have problems with 'streaking' and variation in finish shine. (I beleive that this problem is referred to as flashing.) In addition, the paint did not cover well over areas were the walls were primed with SW's Problock product.

We also had the same issue in our office where we used C2'S ACS Primer and LOVO paint in Morris Green (one coat each). The rep from the paint store said he did not understand why we were having this problem and said that we could paint over the C2 paint with any manufacturer's product.

After waiting about one week, we have painted both rooms with one coat of BM's Regal product in eggshell finish, Chestnut in dining room and Calico Blue in office. Both are slightly darker colors and we are seeing the same problem.

What could be the issue? As an aside, we tested a BM waterborne paint (pint size tester) and it seemed to cover over the C2 paint in that we saw no streaking. Do we need to go with a waterborne paint since C2 LOVO is waterborne? Something like BM's Aura? Or will a second coat of BM's Regal do the trick and we won't have the streaking/different sheen problems?
