No, that is not necessary. I pack all my cosmetics and toiletries in my cosmetic bag or just in the luggage itself. No need for clear bags unless you are concerned about it breaking open and spilling, then the plastic bags might contain the spill and keep it off your clothes.

The clear bags, and amount limits are only mandated for carry on.
Anything checked, you can pack as you please. :)

You might want to pack in clear bags and then inside your toiletry bag just in case something leaks, but it is not necessary in checked luggage.

Rather than risk everything I pack getting leaked on by something, I use thick, heavy-duty ziplocks for liquids or pastes or gels. Also, it would be considerate to other flyers, their bags may be under yours.

I've got a couple trips planned. First, up to see my sister in Idaho, and then a cruise this summer (Alaska). I'm looking forward to both trips very much, and I'm planning my luggage now. I've always carried on my "carry on," but enough of that. I ordered a wheeled carry-on from ebags. I seem to enjoy the packing and planning for a trip.

I put most liquids in bags within my toiletry bag. Often times the pressure changes seem to loosen caps or squeeze things to leakage.
I also put my under things in a big zip lock and my socks and such in another. I've had my bag searched enough that I don't want to lose anything and I like to imagine they don't open each plastic bag and handle each item. Be careful about packing small things in outside zippered pockets - both TG and I have lost things that way. (Usually because someone remembered to put a search notification in the bag, but forgot to rezip all the zippers - grrr.)

I usually carry all my cosmetics etc., in plastic bags, just in case...I always remember, years ago, right after 9-11, when they started to be so strict, I was flying back from Florida with 2 bags and of course, when I checked them, they immediatly said, they would have to be searched and they did it right at the counter...Well, the fellow was in for a big surprise, 1 of my bags was filled with lemons and very big scratchy pine cones...The look on his face was priceless...But I also noticed that year, the only people that were being searched were little old ladies like myself...I watched while savory persons strolled on through while the old ladies were pulled out of line...Somestimes it makes you wonder!

I'm in the minority as we never check luggage. If it doesn't fit in a carry-on, it doesn't go.

However...If you are carrying liquids, some plastic bottles will expand in flight. Leave a little extra space (don't overfill) in the top of the bottle to allow for expansion to avoid leaks. The only other type bottle that I've ever had a problem with is the travel-size mouthwash bottles. For whatever reason, I've had those leak more frequently than any other container.

I have always used clear bags just because of leaks and it is easier to see what I have where.
