Painting Lacquer over enamel

Does anyone know a paint that can transition enamel to lacquer?

We just redid our kitchen and had the cabinets sprayed.

In a nut shell it ended up a disaster and to make matters worse they used a latex based enamel (SW Pro-Classic Waterborne 100% acrylic enamel). Now we have another crew who wants to spray the cabinets with pre-cat lacquer. They say all the latex paint needs to be sanded off.

I've been sanding for two days and barely made a dent. There has got to be an easier way to do this (at least I hope). I read on some boards for painting cars that primer surfaces can sometime transition between paint types.

Does anyone know if this will work for cabinets? Please help if you have any suggestions. Thanks.
