Paint over new pre-catalyzed lacquer

New kitchen cabinets for a new home are being built for us. They will be an overlay/stiles-rail/panel design.

Here is the catch:

We would like to have painted (not stained) color panels inside the rails and stiles. The rails and stiles would remain clear lacquer to show the wood grain.

The cabinet maker would like to build the finished cabinet completely and spray the entire cabinet (stiles, rails, and panels)in his shop in the spray booth with a pre-catalyzed lacquer. We would then hand paint the panels over the dried lacquer later at our leisure.

(The alternative is to build and lacquer the doors without the panels, and paint and install the panels later. This would necessitate a rabbeted, rather than dado cut, into the stiles/rails and a finished strip to hold in the panel)

We are looking for a primer and a method to do this. I am considering Glidden Gripper. Is it necessary to pre-sand his dried lacquer. Would it help to do it at his facility, right after he applies the lacquer, why still tacky?

Any help out there would be appreciated.
