Question about New York City rental market

I've got a very young, inexperienced, fresh-out-of-college friend who's trying to make a go of it in New York City (Manhattan) and having a hard time. She's renting a super-modest "studio" apartment and got behind on her rent.

The building is managed by a professional rental agency, and my friend says that she's four months behind in rent.

Is that even possible? I was a property manager (in another state) years ago, and we'd start legal actions as soon as possible when a tenant became delinquent.

It's a super-low rent (for that area), and that surprises me even more - that they'd let her get 4 months behind.

Incredibly, my young friend has been ignoring all the notices from the landlord, which makes me think even more that they wouldn't let her get so far behind.

Is the rental market in NY that depressed?? Do they let people get THIS FAR behind in rent? Are there that many vacancies in New York?
