Painting 1950's steel window frames

I have a mid-century (1955) modern home with many single-glazed steel-framed casement and awning windows. A number of these have been painted and even bolted shut. I want to restore them to operation. The ones I have freed up have a lot of rust in the newly exposed areas around the window and inside the mounting frame. Paint has been applied to the visible interior and exterior faces of the window and frame. I want to clean off the old paint and the rust and seal the metal parts against further rust.

What's the best approach to: a) strip the old paint, b) remove the rust and c) protect the metal? I don't think I can remove the entire window assembly, so I can't sandblast. Any insights into this process will be appreciated!
