Insulating existing walls & freezing pipes

Has anyone used the insulation that is blown in through small holes that are drilled into the cavities in existing walls. Either from the exterior or interior. We have had the last couple of years a recurring problem with a pipe freezing inside an exterior wall in our old house. Only when we get extreme cold and wind from the east does this occur. I am not sure who to call or what to do about this to prevent it from happening again. Luckily we've not had a pipe burst. When it gets really cold I leave the tap in the tub just dripping slightly to keep the water moving. Should I call an insulation contractor? I know our house could use more insulation. Would this cure our problem?
