Help with Window Insulation

We have a 100+ year old house with leaded glass windows on most of our first floor. Our living room is surrounded on three sides with these windows. Honestly, they are the only original feature of a house that has been renovated and modernized over the years.

At one point we've blown in insulation, covered the attic and done everything else to insulate but the windows are quite drafty. What's the best way to insulate? Do I need to have weatherstripping on each side and the bottom of each window? We have storms but I've noticed these have little drain holes at the bottom. Should I caulk these in the winter? Is there a really good storm that we should replace with?

Any ideas would be appreciated!
