An Accessible Shut off for a Cook-Top on an Island

Presently, the plug and outlet for my cook-top is inside the center of the island. Once the trash compactor is put in place on the island, the plug and outlet for the cook-top is no longer accessible. The breakers are not in the area of the cook-top - they are in the basement. Someone mentioned that all appliances need accessible shut-offs.

Anyone have a solution? How accessible is your plug and outlet?

I have the same problem for the trash compactor - there is no way to unplug it easily once it is installed because the plug is behind it in the island. It will have to be unscrewed and uninstalled to access the plug and outlet.
