Do shut-off valves fail?

In our bathroom remodel, a plumber (we have had several) installed shutoff valves to the hot and cold supplies for our wall mounted faucet. While this is a necessary idea, he installed them so the access panel will be directly blocked by our washing machine on the other side of the wall. This plumber is long gone.

To get actual shut-off capability, we had the next plumber install ANOTHER set of shut-off valves in a location that we could actually get to (on an adjacent wall). It was our intention to just drywall over the set that is behind the washing machine, leaving them in the "on" position, and basically abandon them inside the wall.

Still another plumber said that shut-off valves do, on occasion, fail...often enough that they should absolutely be removed before we drywall.

(This plumber is aware that this is our only bathroom so repairs down the road are definitely awkward.)

Should we pay to have the first set of shut-off valves removed? (And, by the way, exactly how should the repair be done? And will ANY of this interfere with our water pressure/volume to our sink because I absolutely dislike wimpy water pressure/volume.)
