How to paint over venetian plaster?

I also posted this on the painting forum, but am putting it here also because this forum seems more active.

I am asking this for DS. A few years ago he put venetian plaster that he purchased at Lowes in his bathroom. Now he and DIL want to paint over it. They asked at Lowes and Lowes sold them a primer and a latex paint. I believe he said it was a gripper primer that would stick to the plaster. Well, it doesn't! They are now peeling the paint off. They did sand the walls some before putting the primer on, but are wondering if they didn't sand enough.

Can anyone recommend what they need to do to paint the walls and get the paint to stick?
