Using gel stain on my old tables

I saw someone on HGTV use a gel stain to refinish an existing piece of furniture on a makeover. They didn't sand it or anything beforehand. So I thought I'd be slick and redo my old end tables in a darker color. They are maple(probably veneer?) with a fairly light stain. I did a light sanding on one table and put the stain on, but when I wiped it off (which took some doing, I might add!), it was barely noticeable that I had done anything.

I'm confused about the instructions for this stuff. Is it like regular stain, or does it sit on the top of your wood? Are you supposed to brush the stain on and then barely wipe it off, leaving most of it on the piece to dry? The show on HGTV led me to believe that you don't even wipe it off, just lightly draw a rag through to make the brush marks go away.
