How to measure fresh herbs when cooking

I am making a recipe that calls for 1 cup fresh parsley, minced. Does that mean that I need to mince enough so that I have a full cup of parsley (seems like too much for one simple chicken dinner) or do you think it means that I am supposed to stuff a bunch of parsley leaves in a measuring cup, until the 1 cup is full, even though once it is minced, it only comes to about 1/4 cup?

For you great cooks out there, what is it I am supposed to do?
