Question on Power Consumption of Dimmable CFL

I am trying to purchase a larger wattage dimmable CFLs so that I can have a flexiblility to choose brighter and dimmer when need (Usually don't need that bright). But I heard that dimmable lamp is no difference from regular CFLs in terms of energy saving when the lamp is dimm.

In other words, if the dimmable CFL is 11W, the light output is 100%, when I dimm it to 30% of light, the light output is lesser, and power output suppose to be lesser too, but in fact, it is not, the power output is still 11W because of the dimmer switch has resistance, and it consumes power too, so power consumption is still the same......Is this "True"?
