Best cut for London Broil?

Recently London Broil (USDA Prime) has gone on sale a few times, with a choice of top round, top sirloin or shoulder, all priced fairly closely. I'm wondering which is best to buy, or if they'll all pretty much turn out the same? My gut is to go with sirloin, but that's because I attribute shoulder and top round to be more stewing or roasting meats. I could be way off here though.
